Jonathan Andrew Baker played "Boy on Bike" in the pilot episode and "Bicyclist" in "CHiPs '99". (The TNT web site for CHiPs '99 and the Internet Movie Database list his character's name as "Delby".) The boy is the only nephew of Rick Rosner and the son of his younger sister, Sandy. Larry Wilcox's character was named after him.
At last report in the late 1990s, he was working for a bank in the Boston area.
