The movie starts with the voice of CHP Sgt Sam Marcum from the Capistrano Area Office narrating of a big smash-up on I-5. The plot follows the life of many of the people involved in the same accident prior to it, but it also focus on the life of CHP officers of the Capistrano Area Office of the Border Division. Officers drive '76 Dodge Coronets just like in CHiPs but no motorcycles. This movie looks much like an extended episode of CHiPs.
